# Brussels Moves to Fund Spain's Ceuta Response as Madrid Warns Morocco

The European Commission has begun processing an emergency funding request from Spain aimed at reinforcing security around Ceuta, the Spanish enclave on Morocco's northern coast, after a sharp rise in the number of people arriving there.

Madrid submitted its request earlier this week, asking for support both for border and security infrastructure and for additional help caring for unaccompanied minors. A Commission spokesperson said officials were assessing the request as a priority with a view to taking a swift decision, adding that the priority remains ensuring the swift return of everyone who is in Ceuta without legal status.

## Thousands still on the streets

The request follows a surge in late July in which roughly 80,000 asylum seekers reached the enclave, overwhelming local capacity. Human Rights Watch has reported that thousands of people remain stranded in the streets, with as many as 750 women and girls housed in open air sports facilities, where the group says they face serious risks including sexual abuse.

Spain's Defence Minister Margarita Robles used the moment to issue a pointed warning to Morocco, after Rabat renewed longstanding sovereignty claims over Ceuta and neighbouring Melilla on historical and geographical grounds. Robles said any attempt at aggression against Ceuta and Melilla would be treated as an attack on all of Spain.

Despite the tension, Brussels has continued working with Rabat on migration control elsewhere along the route. The EU launched a 15 million euro programme in February aimed at disrupting smuggling networks, and still keeps a Frontex liaison officer stationed in Morocco.
