The European Commission has placed ChatGPT, Reddit and Roblox under the strictest tier of its Digital Services Act, after each service reported passing the threshold of 45 million average monthly users in the EU.
ChatGPT was designated as a Very Large Online Search Engine over its search feature, which the company reported averaged around 159 million monthly users in the bloc over the six months to March 2026. Reddit was designated a Very Large Online Platform after reporting 57.2 million monthly EU users, and Roblox after reporting roughly 48 million. The designations bring the total number of platforms and search engines under this top tier of the DSA to 28.
Four months to show a plan
The three services now have until the end of December to comply with the extra obligations that come with the designation, chiefly a requirement to assess and mitigate systemic risks tied to their platforms and algorithms. Brussels defines those risks broadly, covering the spread of illegal content, harm to minors, effects on users' physical and mental wellbeing, risks to fundamental rights, and threats to elections and public security.
Companies that fail to comply face fines of up to 6 percent of their global annual revenue, one of the toughest penalty regimes among the world's digital rulebooks. The move extends a designation process the Commission has been running since 2023, when it first applied the same very large platform and search engine categories to services including the major social networks and search engines already covered by the law.
